Citydex, a division of Empowerdex (Pty) Ltd, began its research in 2008 with the mission of improving basic service delivery at local government level.  It has since expanded its mandate to assist with many more aspects of local government.
The Citydex team has a diverse skills-set gained through experience in a number of industries including academic, construction and financial services.  Citydex is also able to draw upon an extensive reserve of quantitative and qualitative skills from a team of highly trained analysts and consultants.

Citydex has completed research into municipal service delivery and is involved in ongoing research and projects to assist local government and civil society.

Training

Citydex training programs are developed to highest standards specifically to achieve the municipalities desired outcomes. This is done by carrying out needs assessment to find the weak and strong points in the organization. Once this is done, the training of the officials is designed to fill in the gaps identified and the actual training takes place over a day or two. The duration would depend on the needs and availability of the officials participating the training.

Consulting

Citydex are not consultants in their true sense but rather partners with the municipality. Citydex would come in and assist the municipal officer to achieve the goals set. The process is done in the same way as the training where the current policy documents will be analysed and used as a starting point.
